Joanne was born November 4, 1934, to John and Ruth (Engebrit) Medalen at Rugby. She grew up in the Willow City area, graduating from Willow City High School in 1952. She was united in marriage to Walter Rockvoy on October 4, 1953, at Willow City. They made their home on the family farm south of Willow City. Joanne was a school bus driver for the Willow City Public Schools for 24 years and she loved all her “bus kids.” She owned and operated JR’s Café in Willow City for a number of years. She worked alongside her husband on the farm and raised large vegetable gardens each year.Joanne, along with a classmate, formed what would become the Willow City Alumni Association and the first all-school reunion was held in 1962. Joanne volunteered hundreds of hours to the Association. She was a member of First Lutheran Church, Willow City, and was a long-time member of the Pleasant Hour Homemakers Club.

Joanne’s grandchildren and great-grandchildren were her pride and joy. She delighted in the annual Christmas Eve program produced and performed by her grandkids at the farm. Joanne was a kind, caring woman with a generous spirit, always willing to lend a hand. Growing up, she was a “second mother” to her younger siblings. She was a wonderful cook and she made sure you never left her home hungry.
